The Honourable René Dussault, O.C., O.Q., FRSC, Ad. E., is counsel in our Quebec City office. A public administrator and lawyer, Mr. Dussault has had a distinguished legal career for some 45 years, including close to 20 years as Justice of the Court of Appeal of Québec.

After being called to the bar and obtaining a Ph.D. from the London School of Economics, Mr. Dussault served, from 1965 to 1970, as counsel to the Research Committee on Health Insurance, the Federal-Provincial Affairs Department as well as to the Québec Commission of Inquiry on Health and Social Welfare. Thereafter, he served the provincial public service in a number of senior positions, including Special Advisor to the Social Affairs Department (1970-1973), founding president of the Québec Professions Board (1973-1977), and Québec’s Deputy Minister of Justice (1977-1980). He was also Co-Chair of the Royal Commission on Aboriginal Peoples in Canada (1991-1996). Mr. Dussault was appointed to the Bench in 1989.

In parallel with his legal career, Mr. Dussault was actively involved in legal education. From 1966 to 1970, he was director of the Graduate Studies Program and lectured at the Université Laval Faculty of Law. He was a professor at the École nationale d’administration publique (1981-1989) and the first incumbent of the Bora Laskin Chair in Public Law at Osgoode Hall Law School (1983-1984). In addition to speaking extensively on the subjects of administrative law, the administration of justice, and other topics, he served as associate editor of the Canadian Public Administration journal (1982-1989) and wrote and co-authored numerous articles and books, including the seminal Traité de droit administratif, subsequently translated into Administrative Law: A Treatise, which garnered the Walter Owen Award from the Canadian Bar Association’s Foundation for Legal Research and the prix du Concours juridique from the Québec Bar Foundation, in 1988.

Throughout his career, Mr. Dussault has been recognized, both in Québec and Canada, for his achievements in the area of public administration and his outstanding contributions to the advancement of law, the legal profession and the promotion of equality. Among others, he was awarded the Québec Bar Medal (1987), the Vanier Medal of the Institute of Public Administration of Canada (1998), the Council of Canadian Administrative Tribunals Medal (2006), the Gloire de l’Escolle Medal awarded by the Alumni Association of the Université Laval (2009), The Canadian Institute for the Administration of Justice Medal (2011), the Conseil interprofessionnel du Québec award (1991), and the Touchstone Award of the Canadian Bar Association (2001); was appointed Fellow of the Royal Society of Canada (1987), and granted honorary Doctor of Laws degrees from York University (1992) and Dalhousie University (1997). Recently, he has been conferred the title of Officer of the Ordre de la Pléiade and was made Officer of the Ordre national du Québec (2010) and Officer of the Order of Canada (2010).
